Some players probably encounter this when playing Apex Legends, when you entered a match and pair with other players, there is some instance that the username of your squadmates is initially named “BobTheBuilder”, but after few moments it turns to their respective username. Well, this is not a hack or some sort, it just a simple glitch in the game that is something to do with pre-loading of game assets.
The username Bob the Builder is probably just a placeholder set by the developer team when they’re testing the game in early stage and most probably forgot to remove it after the game is released.

This glitch randomly happen in PS4 consoles, so far no reports on PC users. If the BobTheBuilder doesn’t disappear, just a simple rematch will remove the glitch.
