You can download this game for FREE at APKPortals. Unfortunately, the game is only available on Android.
A Filipino modder Guiller Bacocanag developed the Grand Theft Auto Philippines, which was uploaded in APKPortals an APK download website. The overall game size is 2.6GB that you can play offline.
