In Monster Hunter Outlanders, Potions are not crafted the traditional way. Players may expect Herbs to directly turn into healing items, but the game does not currently have a standard crafting system for Potions.

Instead, Herbs and other gathered materials can be melded into Research Points. This means you don’t need to keep every material separately for Potion crafting, since the game consolidates them into a single point system. These Research Points then serve as the currency for buying Potions and other recovery items.
Note: Melds will only be available after you completed initial quest story of the game.
How to Get Potions
- Collect Herbs and other resources while exploring
- Meld the materials into Research Points (Melds > Research Points)
- Spend Research Points on the Potion you need (Melds > Shop)

So while Herbs still matter for recovery, they are not directly crafted into Potions. They are part of the resource loop: gather materials, meld them into Research Points, then buy the recovery item you need.
