When Leon reaches the other room in the first-floor building of the Raccoon Police Department or Headquarters, you will discover a safety box that is locked with a Combination Code.
The safety box is placed near the office table of an officer in a room.
To open the Safety Box, the combination code is 9 left, 15 right and 7 left. Press X to complete.
After opening the Safety Box, you’ll be getting a Hip Pouch, where it adds 2 space in your stash.
